This blue-print when fully developed, should have a time frame. The time frame should be realistic and achievable and it should be a criminal offence for any person to deviate from the blueprint. Consistency allows for benchmarking, monitoring and control. Proper funding of the education system is also a panacea to the problems observed in the Nigerian education system.
